The public hearing prior to third reading of bylaws 846, 847, 851, 852 and 871, which will see major development by Trilogy at the Cumberland Interchange lands, is now set for February 12. The intent of this hearing is also for Village residents to provide feedback on the Trilogy/Village of Cumberland Memorandum of Understanding agreeing to various terms, costs and benefits. However this "MOU" seems to be absent from the agenda or for public review.

Trilogy did provide Council with their proposed MOU at the January 14 Council meeting, but this document had major issues and short-comings. Council quickly responded with what they considered to be their "Conditions for 3rd reading for OCP and rezoning bylaws" pertaining to the development. Both of these documents were circulated to the public for review. But neither of these documents represent the actual MOU that is agreed upon (in principle) and that, which we should be commenting on.

While I am encouraged by most of the proposed "conditions" put forward by Council (a good start, but more consideration is needed) as a resident and tax payer I need to know what we are agreeing to before I can give my support. I need to see the actual draft MOU. I can't see any way to proceed with a third reading with this document being absent.
