Questions arising from the Public Information Meeting of Feb.4, 2008

Trilogy indicates an “all or nothing” stance with regard to their development proposal. I would like to know, in detail, what their justification for this position is. Are Mayor and Council in agreement with Trilogy’s position?

Mayor Bates indicated repeatedly that Cumberland requires infrastructure upgrades. I know no one who disagrees with this assertion. However, other than relying on forming a collaboration with developers such as Trilogy in order to pay for these upgrades, what alternative forms of infrastructure funding have been explored? For example, the provincial government is declaring a budget surplus. Are we, as citizens of the province, not rightful heirs to a portion of this abundance?

When, and in what manner will questions such as 1 and 2, above, be answered?

A small group of citizens have formally requested that Council postpone the proposed Public Hearing on Feb. 6 because it is too close to today's (Monday Feb 4) meeting for citizen questions to be duly answered.

What is Council's response to this formal request?
Infrastructure?

I want to know how much money Trilogy is willing to spend for necessary upgrades to Cumberland's existing infrastructure. Would any portion of this amount be repayable to Trilogy?


Casino?

If it requires permission to allow the development of a casino, what funding will Trilogy provide towards a thorough sociological impact study done by a research firm chosen by the village? Such a study would examine the expectable social consequences of building a casino within the boundaries of our community.

I wish to know what other small communities have experienced with regard to casinos. What can we learn from their experience? What are the pros and cons of the casino experience for small communities?

Burdensome Consequences ?

Economic benefits of the proposed development have already been outlined by Trilogy. What are some of the burdensome consequences we can expect from the boom in real estate values the development is expected to precipitate?

For example, property taxes are linked to real estate values. How will a dramatic rise in real estate values impact this aspect of village life? What are the deleterious side effects of such a rise? How can we determine and reduce the impact of such effects?
Protection plan?

Some questions for the information meeting:

* There is a small marsh on Lot 9b Will it be integrated into the site plan?

Is there a protection plan for this area?

* The proposed development on lot 9b will be built on land that
has relatively steep slopes. Sudden heavy rains, or
continuous rainfall, may destabilize the land and lead to landslides.

If property damage occurs the Village may be held responsible with lawsuits being initiated, as occurred in North Van a few years ago.

This suggests to me the requirement that the developer have a hydrological survey done and checked by the Village engineer. In order to ensure stability, as many trees as possible should be left on the land and a landscape architect should be employed to create a natural environment that will manage runoff.
