Dwayne, as discussed, I am attaching the Draft Conditions of 3rd reading. These will be reviewed at the public meeting scheduled for Feb 4th. I am also sending a copy to Grace and requesting that she distribute them to the members of the Residents Association.

As I mentioned on the phone, the draft MOU was prepared by Trilogy following meetings with our amenities negotiators. The MOU is not being recommended by our negotiators for adoption, nor has Council agreed to approve the MOU at this time. The MOU does not provide the Village with sufficient capital funding in order to allow any of the required infrastructure projects to proceed.

However, Council will consider giving 3rd reading to the bylaws subject to the attached conditions, which must be satisfied prior to proceeding with 4th reading and adoption of the bylaws. This will require either that the condition be fully completed or that it be addressed to our satisfaction in a Comprehensive Development Agreement registered on title to the properties.
