Both the condensed, executive summary of Trilogy's proposed Amenities Memorandum Of Understanding, as well as the complete "legalese" version are attached, below. Both can also be obtained from the Village Office.

Questions arising from these documents will be addressed by the Village at a public information meeting in Cumberland on Feb 4, 2008 at 7 PM at the Cumberland Cultural Center. A public hearing regarding the same proposal is scheduled for Feb 6 at the same time and place.

On Monday, January 14, 2008 at the Cumberland Village Council meeting a motion was proposed and passed. The motion was to approach the Minister of Municipal Affairs to request an increase in the borrowing power of the Village. Unlike you and I who can borrow ourselves into bankruptcy by getting more credit cards, larger mortgages, and personal loans,municipalities have legal limitations on how much they can borrow. That is why you don't hear about villages (or cities) going bankrupt.

Does the money have to be paid back? Yes!

By whom? The taxpayers. Trilogy, in its Memorandum of Understanding proposes to finance (give money to) the Village for upgrades to the water and sewer systems and road improvements. The total they propose to donate is 7.8 million dollars, staged so that at each stage the village signs away more decision power.

However the estimate for the water system upgrade alone is $13,185,000. This figure came from the water study by the municipal engineer, Macelhanney and Company. The cost of upgrading the sewer system, including a constructed wetland as a tertiary 'polishing' stage is estimated to be in the area of $5,000,000. This totals about $18,185,000. The difference that the Village must obtain from grants or borrowing is about $10,000,000!!

I propose that the Village Council say 'No, please come back with a more appropriate MOU', which is more in line with the profit that Trilogy will achieve from the development..'

If this is not satisfactory, you may withdraw graciously from our area and concentrate on your Port Alberni project.
