Since 2005, Cumberland village has been dealing with proposals to amend its OCP in order to bring it into agreement with the values, interests and priorities of Trilogy Properties Corporation.

On the Trilogy at Cumberland website we are introduced to the Trilogy vision for Cumberland:

With its proposed development of 764 acres within the Village of Cumberland, Trilogy is committed to “getting it right” both for the potential of the land itself and for the long-term benefit of the Village.

To accomplish this, it has undertaken a comprehensive planning process that examines the natural and environmental attributes of the land itself, the core values of the community, and the market factors that influence the use of the land.


The scope of Trilogy's development proposal is enormous and if it is allowed to proceed, will dramatically impact all areas of life, not only in Cumberland, but in the whole of the Comox Valley.

With this far-reaching impact in mind, The Cumberlander offers a new "Cumberland East" section as an open, archived public forum for the investigation of any and all issues related to Trilogy's presence in our community.

Trilogy's takeover of Cumberland

It is evident from a cursory reading of the MOU that Trilogy feels the a few million dollars will be traded for the right to do whatever they like with the lands, including selling lots (which they have not bought, but only have options on) to big box stores (imagine Walmart closing the Courtenay store and building one at he interchange twice as big).
Further, it is evident that Trilogy want to force Cumberland to beg, borrow, tax, get grants money enough to fix up Cumberland's infrastructure, at which time a portion of the money Trilogy has donated, will be returned to Trilogy.
Copies of the 6 page MOU are available at the Village Office. Read it, try to understand the implications, ask lots of questions and try to persuade the Council not to cave in.
Once signed everything falls into place for Trilogy, who will say, 'go screw yourself' if you want to protest.'
