OCT. 25/2011 MEETING MINUTES-DRAFT
PRESENT: Grace Doherty, Judy Walker, Imogene Lim, Florence Bell, Lil Tosoff, Marie Lowe, May Gee, John Leung, Ray Iwaasa, Bernice Takahashi, Carol Snaden, Josephine Peyton, Joyce Lowe, David Durrant. Chair Grace Doherty called the meeting to order at 10:00 a.m.
APPROVAL OF AGENDA: Carol, Bernice. Addition of Item E under U.B. – David. Carried.
ADOPTION OF SEPTEMBER 27/11 MEETING MINUTES: Add Florence Bell to those present. John, Imogene. Carried.
UNFINISHED BUSINESS:
A. APPOINTMENT OF LILLIAN TOSOFF TO ADVISORY COMMITTEE – Lillian was officially appointed to committee by council on Oct. 1, 2011.

B. BARKERVILLE TRIP IDEA- LILLIAN – Idea for a trip next June. A new small 1910 Chinese school has opened in Barkerville. Imogene- symposium in June (UNBC). Imogene will be attending. Trip would be 3 days to do it comfortably. Possible to go to Prince George and then bus to Barkerville. VIU has small buses. Travel with another group like Chinese Canadian Historical Society?
Motion: Bring the idea back to the next meeting to discuss more. Carol, Ray. Carried.

C. PARK PLAN – Well design work approved $80,000 but not the work to build it. Judy – Maintenance is a key item, small maintenance program e.g. fertilizing trees. $2,000 was donated for the future maintenance. Coal Creek volunteers can help with some smaller tasks. Other trees e.g. Hawthorns and tree Lil donated, what are appropriate trees for the park? Big, thuggish trees that can survive are best. Memorial Garden – configuration? Judy – In the front area garden, need water to expand the garden. Ray – goes way back to when plaque donated for park (near Jumbo’s cabin). May – area near the map/sign/apple tree could have a small shelter (Ken Lowe project idea). Judy was trying to get park surveyed (if the well went in). Grace – Japanese stroll garden idea. Ray – Advisory or task oriented. Define mandate. Judy – Falls to volunteers. No money for maintenance. Take on properties – need to keep up. Grace – students in the summer? Judy – signage needed. One of Imogene’s former students was hired to help on the museum sign (Toni). Judy – Heritage site planning, Heritage B.C. info. Grace – include the #6 Mine Committee, museum etc (other groups learning about Heritage info). Ray – park bylaws? Parks Plan and Parks regulations are in place. Judy- David temp. is doing bylaw enforcement. Grace – surveys important, id CCFS, park etc. Signs have been vandalized, boulders moved. Jo – warning signs needed e.g. No vehicles. Grace – ICBC moving forward on lic. Off road vehicles. Plans for next year – new trails, signs, decide what to put on signs etc. Next meeting – budget, volunteer work, use of budget. Imogene – recognize a timespan e.g. Barkerville picked a time to represent.
D. MUSEUM TOUR REQUEST – Oct. 1/11 John tour guide, 7 people. John made a brief history for people. 100 years of local Chinese history. Group keen and interested. Jo and Steve went. One person was very curious and asked a lot of questions which helped John remember some older stories. Imogene – digital tape recorder, oral histories important.

E. BRIDGE – David. After receipt of Ray’s email a hold has been put on the bridge until finalizing plans. $5,000 council approved for bridge – only 2011 project not completed. Looked at the various designs. Island Timberframe can build curved bridge and drop in site. $9,850 + hst. Approx. $1500 for a crane truck. Total approx. $11-12,000. Norse Log Homes – curved log. Other suggestions, e.g. construct on site. $5,000 project budget. Quotes, no contract signed for the bridge yet. Grace – sb. Approx. $4,400 from the Heritage Commission leftover funds and other donations. $1,600 excluding the $2,000 for the tree maintenance. Ray and Bernice are part of the No. 1 Sub-Committee. Michelle Mason - $1,621 in donations not included in the $5,000 allocated. Does include $4,406 from the H. Comm. (This money is included in the $5,000 allocated from council. Bernice read Ray Iwaasa’s letter. They have consulted with the Japanese No. 1 sub-committee. Andersen Eng. Plan also looked at.The engineered drawing was sent to the various companies, top rail rec. By one contractor for strength. Ray – important element. I. Timb. 13 feet. Andersen 10 feet – main reason for group declining design.David – can be 10-15 foot bridge. Can go to council with cost and final design. Island Timberframe design superior, they have looked at the site. Ray – The sub-committee recommendation is that we stay with the Island Timberframe design, cover the shortfall in funds.
Motion –Timberframe bridge Oct. 18/11 quote. Accept the recommendation of the Japanese No. 1 sub-committee and move forward with the bridge.
Nov. 14 – council meeting – delegation to council. Volunteers will attend.

F. PICNIC TABLE – Kevin Fitzgerald has informed us that the last picnic table has been delivered to Chinatown.

G. T-SHIRTS – MAY. All of the remaining t-shirts are at the museum.
