April 27, 2010 Minutes

PRESENT: Grace Doherty, Marie Lowe, Susan Granfield, Lil Tosoff, Florence Bell,
May Gee, Josephine Peyton, Imogene Lim, Dwayne Rourke, Carol Snaden, Ray Iwaasa,
Meaghan Cursons. (Staff Representative: David Durrant)
Chair Doherty called the meeting to order at 10:05

AGENDA:

Meaghan Cursons offered to be secretary for this meeting.

DELEGATION: ·
Presentation by Nick Ward of possible uses of Google Earth and other software and the
possibility of creating a virtual "Chinatown" or "Historic Cumberland" or #1 Townsite
with virtual building reconstructions based on photographs.
Discussion about how a project like this could be possibly funded. Partnerships with
Vancouver Island University in fall of 2010 a possibility (ImogenelMeaghan). Museum
and Coal Creek Committee are important research resources for the project. Meaghan
indicated that the Museum is happy to partner and/or support a funding application
(prepared by a 3rd party) for technology funding.
Much discussion as had about the value of this kind of project in building community
partnerships. This is a good one for funders to support as promotional opportunities are
excellent. Dwayne mentioned online fundraising strategies like 'chip in' where people
can choose to support a project. Nick asked committee members to keep in mind possible
partners and funders.
Marie.Lowe has many pictures from Chinatown and offered to show them to Nick and
Meaghan. Nick to follow up.

UNFINISHED BUSINESS:
A) May 8th Event
Update (notes) from the panning subcommittee for the May 8th event were circulate by
Chair Doherty. The following additions were noted:
. Meaghan to emcee the reception at OAP on May 8th
. Imogene has created a 'Memory Map" for attendees to add information,
memories, and names from Number #1 Townsite. Volunteer needed to explain
project at the reception - Meaghan to ask Bethany (former student of Imogene's).
Felts and sticky notes needed for this. We need to buy another layer of mylar to
write on so we can add new layers if the first one fills up.
. Carol and Susan to staff guest book table. Carol also available to do clean up at
the Hall after the event.

B) Removal of Horse Shelter from No # Townsite
The horse trailer is removed thanks to David Durrant and the Village for making this
happen. Important lesson learned out of this process. Unfortunately an historic artifact
were removed during this clean up process (car). This happened in part because the
Village was sent a photo of the car along with photos of the horse trailer/shed.
The committee discussed the fact that we need to communicate better with the wider
community about the importance of protecting and conserving heritage artifacts and not
removing any objects and infrastructure from heritage sites without careful consideration.
The committee further discussed the need for community education in general
(residents, visitors, youth/students municipal staff) and that the Village and Museum need
to make a public and formal statements regarding the protection of heritage artifacts in
our parks heritage sites (Cemetery, Community Forest, Coal Creek Park, #6). A
workshop in the fall of 2010 was discussed. Meaghan Cursons offered to follow up on
this on behalf of the committee via the Museum. Possibility to engage Vancouver Island
University.
Nick Ward suggested that there is also the opportunity to GPS mark and load to Google
Earth Local Heritage Landmarks. This could be a way to draw awareness and create an
educational opportunity that would help protect these locations.
C) Invasive Plant Seminar - this has been postponed to a later date. The letter
about this event was sent out to community groups far too late. There seemed
to be a long delay between the Village's receipt of the information and the
passing along to Village committees.

D) Picnic Shelter Update
Grace and John have written donor letters to Cumberland Laundry and InsuranCentre and
have received $150 from the InsuranCentre to date.
David Durrant provided an update from the Village of the project. He has drafted an RFP
based on the engineering specifications. Dave stated that he is communicating with
Village staff (public works) and hopes that the Village will be able to complete most of
the work and donors/donations would do the final details like shingles, roof etc.
The Village approved $20,000 in their budget towards the Picnic Shelter Project however
David informed the committee that there is a revenue expectation here and that the
$20,000 is not guaranteed without ensuring a revenue line for the project. There was
much discussion about this and David says he will clarify the Village's expectation in this
regard.
Chair Doherty inquired about the status of the #1 Town Account (how much is there?).
Agreed: That David, Christine, Bronco, and Grace would meet to review any
commitments made to donors to ensure respectful resolution wherever possible.
Requested: That the Village put some gravel down in the potholes at #1 Japanese town
site in advance of the May 8 event.

E) Other Business
Discussion about upcoming bike races and concerns about tents and vehicles at the
Chinatown Site - protection of gardens, flowers, future picnic shelter, and protection of
heritage site in general.
