Dear Mayor and Council of the Village of Cumberland,
I draw your attention to the area of our village near the entry to #1 Japanese town on the west end of Cumberland.
Unfortunately, the coal tailings pile in this area has become a popular area not only for scenic viewing of the farm below, for bicycling and walking, but also for dumping and late night partying.
The latter two activities include car and truck traffic.
It is my understanding that this area is off-bounds to motorized vehicles, as is the trail to the area from the east entrance in Chinatown. There are no clear signs at either entrance to this area, however, so perhaps I am mistaken.
With all users of this area in mind, I have a number of requests of you:
1) That you inform our community as to exactly what the boundary for the Chinatown/#1 Japanese Town Park area is.
2) That you clearly present on the Village website, exactly what rules/bylaws are in place regarding this area.
3) If motorized vehicles are not allowed in the area, when can we expect to have appropriate signage to this effect erected at both ends of park area?
4) If motorized vehicles are not allowed in the area, please make the area more impenetrable to violators as was done recently at the red gate into Chinatown. At least two areas are in need of attention. One is the boulder barrier near the tailings hill where automobiles can easily pass through. The other is the entrance to the walking trail just east of the same area. Both areas are shown in the photos below.
Thank you for considering my request.
Yours truly,
Dwayne Edward Rourke
